I should have said that the resulting image is resized by css to 200px x 200px so it looks fine.
I thumbnail BIGGER than original seems silly.

OK. Things are becoming clearer.

On further testing, it is creating thumbnails exactly THREE TIMES larger than the given dimensions.
eg 150x150px gives 450x450px
200x200px gives 600x600px

Joomla 4 is also complaining that the thumbnail path /images/thumbnails/mod_minifrontpage/ is illegal as mod_minifrontpage is a CMS_OBJECT

Yes,that's correct and it's for retina support purpose, to prevent thumbnails looks blurry in devices with high resolution. If you want to have exactly have 200x200 size you can set the thumbnail size to 67x67, but I believe it's not necessary, because minifrontpage supports responsive design to, so sometimes it will resize when matching the devices width (smartphone, tablet or desktop).

Can you describe the steps to replicate the issue?

This is upsizing makes all my thumbnails look blurry which is the opposite of what you are trying to achieve. Surely there should be something that stops upsizing thumbnails?

Delete the /thumbnails/mod_minifrontpage folder tree.
Try to recreate it. Bang!

I think you need to rename the folder to like thumb_mod_minifrontpage
